Honestly, do it. Of all the bikes I’ve owned, I rode the Ruckus the most. Partially it was because I lived in a city and it was stupid convenient to have. I would probably buy another one if I ever wanted to get back on two wheels. I once rode it from Orlando to St. Petersburg. Only about 15 0 miles, which is actually a pretty long way when you can only hit 45mph with a tailwind. Eventually, I moved up to a 150cc motor on it, and it was crazy fun. But I sold it to help pay for my move out west.
Fun fact: My Ruckus (while stock) was the only bike I ever had that I got pulled over on. It was for speeding. On a sidewalk. To get around a vehicle crash. In the rain. My bad...

It would be very limited to a smallish town with hills. I’m not entirely sure its worth it as there are multiple places where going at least 50 is much safer than ~40 in a 55

You could buy one and swap in either a 75 cc 2-cycle motor out of an old Yamaha Zuma or a 150cc 4-cycle GY6 motor. Both are fairly simple and straightforward installs. Of course, at that point though, you have to decide if it’s worth it to spend the money on one only to immediately start tearing it apart. But either option will get you crui sing at 55+mph.

Speaking of Ruckus, one was stolen recently here in Everett, and was recovered two days later because the thief tried to offload it to an acquaintance of my friend. I went to the PD to forward this info and ended up meeting the owner at the same time.
